Capital Development Authority (CDA) Islamabad, Pakistan has started earthwork for development of sectors I-11, I-12 to provide accommodation facility to above 15,000 allottees coveting to have their shelter in federal capital.
A ray of hope has emerged for hundreds of allottees of the much-delayed Sectors I-11 and I-12, as consensus has been reached between the Capital Development Authority (CDA) and the landowners over the compensation package after 40 years. CDA announced two residential sectors I-11 and I-12 after 20 years.
CDA official Tahir Shamshad said that the Authority could not develop any residential sector for last several years, as the last sector developed by the Authority was F-11 some two decades ago. The housing shortage has swelled in the city to more than 50,000 units and the people are forced to bear skyrocketing house rents despite having paid the amount for residential plots in different sectors.
“But we will not await the to-be-hired contractor to start development, rather, we will assign the task to the MPO of the Authority that will bulldoze the constructions to pave way for development activity,” said Tahir Shamshad. He said the development work would take another two years to complete work on both the sectors that would be initiated simultaneously.
The official said the basic purpose of activating MPO was to utilize our own resources as the directorate was almost abandoned due to procedural flaws and described it as the only way to develop the stalled sectors.
When questioned, he said the contractor would be hired later as it would take months to finalize the contract agreement and added that MPO would execute the work on the rates defined by the National Highway Authority.
“As we cannot execute the development of whole sector and require engaging a contractor,” said the official.
He said the Authority had acquired the land soon after the opening of sectors but land mafia had re-occupied the land as in absence of nay mechanism with CDA to maintain its possession.
He informed that under this formula, some under-developed sector of I-11 and the entire sector of I-12 would be developed.
He said the civic body has signed a package deal in May 2009 with residents of Soran (Sector I-11) and Bokra (Sector I-12) villages in May 2009, resolving the forty-year old dispute of compensation that also put off the development work.
