Controlling inflation in Pakistan

Present Pakistan People’s Party Government has totally failed to control inflation. The cost of the ever worsening problem is constantly being paid by the people of Pakistan without any iota of respite. People are facing unprecedented high inflation together with high unemployment, a decline in Growth Rate and decreased currency value, and high food and fuel prices. Inflation has hit the common people because the prices of almost all essential commodities have gone up from 150 to 300 percent in the past four years. The most hurt by inflation are the lower income segments of the society followed by the middle income group. Today the state of inflation has reached at such a level which is causing devastating effects to the country’s very survival, integrity and sovereignty. The mounting debt and liabilities are being used for non-productive expenditures. Besides, the non seriousness, bad governance, and massive corruption and plundering at the part of government, there are some of the other glaring and irrefutable reasons for this rising inflation in Pakistan. U.S Aid- Suspension of Supply to NATO Troops

Finally, President Barack Obama has signed a $662 billion national defence authorisation bill which freezes $700 million in aid to Pakistan until Islamabad gives assurances of helping it fight against the spread of improvised explosive devices (IEDs). After signing the bill Obama stated, “I have signed this bill despite having serious reservations with certain provisions that regulate the detention, interrogation and prosecution of suspected terrorists,”

pakistan-boycotts-bonn-conference-over-nato-strikeThe bill for the year 2012 seeks to suspend 60 percent of $1.1 billion U.S. military aid to Pakistan till the time, secretaries of State and Defence report to the Congress that Islamabad is making progress in the war against terrorism particularly progress in strategies to counter IEDs.

The provisions of the bill reveals that the Defence Secretary would be requiring submitting a report to the Congress on a discussion of US strategic objectives in Pakistan; a listing of the terrorist or extremist organisations in the country opposing US goals and against which the US encourages it to take action. The report will also include discussion of the gaps in capabilities of Pakistani security units that will hamper the ability of Pakistan to take action against those organisations. U.S leadership should know that because of their injustice policies, Washington has lost one of her important frontline (Pakistan) of global war on terror. The strategically important Pakistan was forced to extend her cooperation to Russia under changing regional and global politics. Emerging scenario and double standards of Washington have created hatred effects against U.S in the masses. Patriotic policy makers are in the opinion that why Pakistan should compromise her interests at the cost of American objectives. Thus, time has come now that Islamabad should redefine foreign policy and reject U.S. policy of “do more”. In this connection The Parliamentary Committee on National Security (PCNC) the Chairmanship of Raza Rabbani has also confirmed that new terms of engagement with U.S are under formulation. The Short-Sighted Conspirators

If remained unsolved and unresolved, the memo-gate issue may prove fatally catastrophic and lethally disastrous for the hard-earned and ever-dreamed democratic system in Pakistan. Though time will decide whether this issue is a conspiracy against democracy or an evil plot against the military institutions of Pakistan but one thing is very much clear that some of our own people are playing as a tool in the hands of the conspirators. Thanks to God Almighty, we are blessed with a very honest bold and independent judiciary which is looking into the matter and the whole of nation is very much confident that things shall be alright very soon. But outside the courts, unfortunately some of the short-sighted conspirators and connivers are trying to turn the tables on those who caught the perpetrators and defame them with the help of using social media as well as through some concurring TV anchors.

Particularly some internet websites including the Twitter and the Face Book are being exploited by the schemers in this regard. People belonging to a particular think-tank with a typical point of view, certainly supported by anti Pakistan forces, are misusing these pages for their own heinous criminal intriguing desires. Using fictitious anonymous names they are making appeals to the apex courts and the so-called international peace-makers to step into the situation and do something for the prosecution of the head of the ISI for hatching conspiracy against democracy. A website with the name of Human Rights Asia News is heading this anti ISI movement. It is being propagated that the Director General of the Inter Services Intelligence Agency, has planned a conspiracy to overthrow the democratically elected government and parliament by taking help from some Arab dominions who have a strong say in the affairs of the country. According to the propaganda details, in the first week of May 2011, Lieutenant General Shuja Pasha, the chief of the ISI, allegedly visited several Arab monarchies in a personal capacity and sought clearance for the army to take over the country. According to Xinhua News, the London-based newspaper The Independent reported on 13th of December that Inter-Services Intelligence Chief Lt. Gen. Ahmed Shuja Pasha traveled to Arab countries in the first week of May, 2011 to discuss a move to oust President Zardari. Inter Services Public Relations’ spokesperson very sternly rejected this allegation that DG ISI visited Arab counties between 1 to 9 May and met any head of state in those countries. Etihad Airways Offers New Umrah Package for Pakistan

Etihad Airways, the national airline of the United Arab Emirates, has launched a new package for Umrah travelers, offering discounted fares and more convenient schedules for flights departing from Karachi, Lahore, Islamabad and Peshawar.

A one-way flight to Jeddah from Karachi will now cost as low as, PKR 24,840, whereas a two-way flight will cost PKR 37,990.

Meanwhile, one-way Flights from Islamabad, Lahore and Peshawar, will cost PKR 31,340 and two-way flights will cost PKR 47,990.

These fares are available immediately and are valid from January 1 till March 31, 2012 on Coral Economy, Pearl Business Class and Diamond First Class bookings.

Ufone Collaborates with The Citizens Foundation: ‘Rahbar’ Mentor Programme

Taking a step forward to promote education amongst the underprivileged, Ufone Volunteers are assisting in “The Citizens Foundation’s (TCF)” Rahbar mentor program.

The Citizens Foundation (TCF) is a professionally managed, non-profit organization working to improve the quality of education in Pakistan. TCF Rahbar program is a Mentor Program aimed at the development of youth as responsible individuals and as productive members of society. The program has completed seven successful cycles in Karachi, Lahore and Rawalpindi. In just over three years, TCF have been able to reach over 3500 students with the support of more than 800 volunteer mentors from all walks of life.
In continuation of Ufone’s collaboration with TCF, an interactive workshop was arranged for Ufone employees in Lahore. The workshop was to prepare the volunteers, who are taking part in TCF’s Rahbar programme (commencing from January), and instill in them the knowledge and expertise to carry out mentorship activities. ISI success against CIA Secret War

Role of intelligentsia has never been negated in any type of war. During World Wars (WW) I & II, the allies remained successful in number of operations because of timely receipts of information and clandestine operations. However, after WW-II U.S launched agency CIA against KGB.During Cold War period both the agencies remained dagger drawn against each other. Anyhow, Pakistan felt a threat on it western frontiers once in 1979, Soviet Union invaded Afghanistan. At that time U.S and Pakistan came closer to each other despite differences over the development of our nuclear programme. The coincidence of interests also forced ISI and CIA to operate jointly against Soviet Union. Thus, CIA in collaboration with ISI have activated against KGB and finally able to defeat and disintegrate Great Soviet Union.

But just after the disintegration of Great Russian Empire, CIA has shaken hands with a new ally agency i.e. RAW. Change of ally was obvious since Pakistan can never be party to U.S. against China. CIA in collaboration with RAW and MI-6 again accelerated her campaign against nuclear programme and started overtly and covertly. At this occasion ISI unfolded the foreign conspiracy and security of the country. Pasha Vs the Trojan Horse

It was as back as in late 70s when Zulfiqar Ali Bhutto was at the peak of his fame and fear, as his government’s downfall was imminent. The power that was behind the plans to topple his democratic government was generally known and if some quarters had any doubt then it was cleared when Bhutto waved and read aloud a highly confidential and personal letter in public. In a blunt tone he was conveyed a message by Hennery Kissinger that a horrible example of him would be made. But that was not the first time when the Americans settled their grudge against Pakistani leaders or generals. Liaqat Ali Khan and Field Marshal Ayub Khan were few others.

The irony of some intelligence war is that its heroes sadly remain unsung. General Pasha is one such hero. There is an old saying that ‘My friend’s enemy is my friend’ and here in this specific case many of us are proving Chanakiya’s saying right by collaborating with Pakistan’s enemies. Through their acts they are making Pakistan’s enemies proud and contended. Who doesn’t know that who is behind the plots to malign Pakistan Army and ISI. The game is not new but the strategy is certainly fresh one. The muzzles are pointed towards the army chief and the DG ISI and the pawns are those who themselves have a shady and grey track record. Has anyone ever thought for a moment that if Pakistan army and the prime intelligence agency are obeying the American wishes (as it is propagated) then why should the Americans take them on as exclusive targets? Why should have they attempted to humiliate our armed forces by carrying out a massacre at Salala Check post and why should have they tried to embarrass our intelligence agency by raiding at a much talked Osama’s hideout? No we won’t think about these realities, rather would like to buy the propaganda about our armed forces, intelligence agency and nuclear program that is planned at the cyber spheres, by a conglomerate of some journo who are the chums of Pakistan’s enemies thus makes our enemy’s day. ISI is Essential for National Security

Every country has a superior intelligence agency to protect the national security of the state. It not only copes with foreign anti-state elements, but also fights the psychological warfare including internal enemies. No army can fight without the support of an efficient secret agency which collects and assesses information in a most reliable manner. American CIA, Russian KJB, British MI-6 etc. might be cited as an instance.

In these terms, especially since 9/11, the role of Pakistan’s Inter-Services Intelligence agency (ISI) was further increased to protect the country from external and internal threat, while fighting war against terrorism. In this respect, Pakistan has been facing multiple subversive acts being conducted by secret agencies like American CIA Indian RAW and Israeli Mossad which have been creating unrest in our country on massive scale. Asma Jehangir: A Hindi but No Bindi

Surprisingly from all nooks and corners, the voice against Pakistan army and ISI are raised simultaneously, as it was done in 1971 and yet another surprising thing is the timings of Uday Bhaskar’s concern and Asma Jahangir’s address at Agha Khan University which were finely synchronized. Interestingly both the individuals have thrillingly common theme to highlight. Her address, few years back at Agha Khan University was given a wide coverage and extra ordinarily highlighted by the Indian press and electronic media.

Those who have a short memory can be given the allowance to forget the cries she made sometime back when she was yelling for action by the army, and against the Taliban, at the Constitution Avenue Islamabad and when the army ensured and restored peace in the restive valley, she came out with her real motive as she was tasked by her mentors. However, it would be very difficult for people with sharp memory to forget her suspicious meetings in India with the radical leaders like Bal Thackeray whom she met while wearing a specially tailored Saffron suit, a color perfectly matching Bal’s dress. Though Bal Thackeray was not the only one whom she met.

She claims to be a human activist but her struggle is confined to the Indian prisoners rightly placed behind the bars for the heinous crimes like bomb exploding and killing but she has never uttered a single word or has raised even a faint voice for the inopportune Pakistani prisoners rotting in the Indian jails or Dr. Afia Siddiqui. Now she has come forward to rescue a mutineer whose hate for the armed forces and the ISI is not hidden from anyone.

Not only that Asma, due to her stubbornness cheerfully broke her house but at the same time she ensured fetching divorce to thousand of innocent women during last two decades, yet she claims to be a ‘Rights’ Watchdog’ (if that can be used for either gender). For this notorious mission she is popularly known as the Chief Executive, Divorcee Club of Pakistan.

The point to remember is that those who lit candles at Joint Check Post Wagha and dance with their Hindu friends in India, ‘religiously’ celebrate Diwali, have no right to lose any sleep for Pakistan or to criticise Pakistan army. The breaking news is that lately, she has happily joined the anti army/ ISI clan that is active on Facebook and Twitter. It is difficult to please everyone and every time. The public must show some guts to ask the lady that why must she always clutches to the Indian straws.

Aftermath of Energy Crisis in Pakistan

The power outage for over eight to 12 hours per day has ruined the country. Four-year tenure of the incumbent PPP regime is characterized by extreme power shortage and load-shedding with a series of broken promises, un-kept pledges, misplaced priorities and a directionless journey. Industrial production is suffering, exports are on the decline, jobs are being lost, and the national economy is in array. By all indications, the power crisis in Pakistan is getting worse than ever. The deepening energy crunch is hitting industrial output badly, and has been singled out as the key culprit causing unprecedented production loss of billions of rupees everyday. Industry’s wheel is halting. Industrialists are shifting their industrial units to Bangladesh, Malaysia, Saudi Arabia, and other countries. Negative industrial growth has resulted in reduced output, missed export and revenue collection targets and monumental unemployment. Overall, in value-added export sector alone, Pakistan is losing more than $10 billion every year due to power shortage. Due to load-shedding of electricity and gas and resultant very high retrenchments job losses are greater than the jobs created and all the sectors have negative growth resultantly trade deficit is increasing. It is causing an estimated loss of Rs 230 billion annually, besides depriving about 0.4 million people of jobs. Energy and power crisis have crippled the industry while interest rates and inflation are also in double digits which is seen as the second most serious problem that has hit industry.

Increasing electricity tariffs have put a negative momentum on manufacturing and industrial sector due to high costs of production. It is responsible for the skyrocketing prices of different items of common use. Industrialists are already facing high cost of doing business due to critical law and order situation. Industrial workers’ morale is low, as they see job losses due to electricity and gas supply problems. We cannot afford the industry to suffer any kind of load-shedding, which causes heavy losses to the business community and the government exchequer, which ultimately will create labor unrest and law and order situation will become further deteriorated. Continuous upward revision in the tariff has also not helped bring power generating companies back to profit; it has not reduced line losses or helped tackle circular debt. The recent hike in tariff will not be able to resolve power crisis but it will devastate masses and prove fatal for the textile and other industry. The unreliable power supply is also frustrating plans and prospects for new investments and business expansion, as investors see no reason for optimism regarding the industrial sector.

With a volume of about $10 billions our textile industry contributes about 60 per cent to the country’s total exports and contributes about 46 per cent to the total output produced in the country. Pakistan is the eighth largest exporter of textile products in Asia. However, the textile industry currently faces massive challenges like electricity and gas shortage. Production of small units depends entirely on the electricity supply; the industry is suffering heavy financial losses due to load-shedding. High cost of utilities is also making Pakistan textiles uneconomical in the international market. The cost of production has increased as industrialists have to spend more money on alternative sources of energy. SBP reports that textiles, the country’s biggest industry, the largest employer and accounting for more than 60 percent of overall exports, recorded a 10.2 percent decline in output in the first four months, July-October of FY2011. Besides, load-shedding has badly hit daily-wage workers who are frustrated of starvations and discontinuation of education of their children. The people are spending sleepless nights. Construction sector, responsible for creating one million jobs for unskilled labour is also now stagnant.
“The LSM sector has been badly affected during the last four years, owing to high cost of credit and higher interest rate regime in Pakistan, while the government is designing anti-growth and anti-investment policies. After the energy crisis, the high interest rate regime is the second biggest setback to industrial growth in the country,” Industrialists say.
With increase in intensity of electric and gas load-shedding, the public anger over the unabated power outages in different parts of the country has gone up with women in some places taking to the streets for the first time against prolonged load-shedding. The electric supply companies are sending inflated bills. Amid the demonstrations, many influential segments of society have started appealing to the people not to pay their monthly power utility bills and to resist the power utility if it launched a disconnection drive. The recurring power outages had made the lives of the people difficult. It is disturbing the studies of students as they could not concentrate on their studies due to load-shedding. There are also complaints of water shortage due to prolonged load shedding.
Economic Survey 2010-11 indicates Due to high energy prices, there was a shift from expensive imported furnace oil to indigenous gas, creating a huge gap between demand and supply and compelling the government to tackle this with load management strategy, along with increase in prices.

Currently, most IPPs are operating well below their generating capacity because they are not being paid billions of rupees owed to them. Paying them their dues should be the first step toward filling the supply-demand gap. Unless this done, the electricity rates will keep rising and load-shedding will be going on. The installed capacity of power generation in the country is 19,000 MW, “which is not being tapped due to the existence of a complicated circular debt in the energy sector”. Most of the IPPs have to obtain oil on credit from Pakistan State Oil, as they do not make enough cash because of power theft, transmission losses due to old and obsolete distribution network, and non-payment of electricity bills by large industrial-business consumers, and even government departments.

One of the fundamental reasons why production is low is a huge circular debt. This problem has not been dealt with which, in turn, accounts for periodic inability of oil marketers to import fuel for the generating plants. A number of Government organizations in the energy sector had Rs258.5 billion stuck up in inter-corporate circular debt till April this year, ballooned to Rs. 275 billion by now, compared to Rs.103.9 billion during the corresponding period last year, indicating an increase of 147 per cent. Pakistan Electric Power Company (PEPCO) owes money to independent power producers (IPPs), who in turn owe money to oil companies. The government has not been able to resolve the crisis in four years.

Receivables stood at Rs.775.2 billion and payables at Rs.516.7 billion. Out of Rs.258.5 billion, net receivables of PSO stood at Rs.51 billion, SSGCL Rs.7.1 billion, Pepco Rs.2.7 billion, OGDCL Rs.115.5 billion, Parco Rs.37.5 billion, KESC Rs.27.5 billion, GHPL Rs.9.6 billion and PPL Rs22.2 billion.

On the other hand, SNGPL has net payables of Rs.13.4 billion and the Karachi Water and Supply Board Rs.1.2 billion.

Pakistan’s energy production relies heavily on expensive furnace oil and gas. With interruption in supply of oil and gas, it becomes impossible for energy generation to continue at the required pace. According to Mian Mansha, a renowned industrialist, the pattern of electricity production on any day is such that gas is supplied to highly inefficient public-sector power plants, while over 200 percent more efficient private-sector power plants remain closed. These plants could produce double the electricity from the same quantity of gas used by inefficient power plants. However the cheapest source of electricity is hydro power generation that costs only Rs. 2/- per unit whereas the electricity produced by oil driven IPPs and rental power are as expensive at a cost of Rs. 14/- per unit. The government continues to state that long-term projects, which will take four to five years to start, to enhance power generation are in place. It is unfortunate that in our national grid 64 per cent of electricity comes through IPPs, while the share of power generation through hydro petroleum stands at 34 per cent only. It is widely alleged that the reasons for Government’s interest in rental power to fill the electricity gap is the heavy kickbacks offered by the rental power operators.

Wind and solar sources are also viable alternatives but they are not adhered to. Our policy makers have so far failed to understand importance and benefits of alternate energy sources such as solar, windmill energy etc which are cheap and quick methods for producing electricity and Pakistan’s environment fairly support it. Pakistan has vast reserves of coal. But there is very little energy produced bythis cheap mode of generating power. According to Dr Samar Mubarakmand, Member Planning Commission of Pakistan on Science and Technology, total coal-based power generation in the world was 41.61 percent, while in Pakistan it was only 2.27 percent. It needs to be enhanced to get maximum cheap power. Simultaneously the Pakistan Iran gas pipeline project needs to be accelerated to avoid significant further harm to the economy of the country.

Leakages caused due to a poor recovery system and antiquated infrastructure has further worsened the situation. The second critical problem is power theft and payment default. The issue of unpaid electricity bills and the rampant power theft should be confronted head-on. Despite the unprecedented power crisis, corruption and inefficiency in this sector is on the rise, as power theft and technical losses are reported to be increased even during the last few months by more than three percent causing additional heavy losses to the PEPCO. Electricity theft contributes significantly less to the power shortage than the circular debt, but the distribution companies must improve their system. Coupled with line losses, electricity theft is responsible for huge financial loss. In addition to enhancing the power generation capacity through expansion projects, the PEPCO must also pay attention to modernizing its outdated electricity infrastructure which loses about 30 percent of generated power in transit, partly due to theft. The inefficiency and corporate mis-governance are other reasons for incurring colossal losses. The government has to improve corporate governance, devise an ideal fuel mix, improve tariff structure and speed up future power projects to resolve energy crisis in the country. Frequent power rationing and outages — and the future do not look rosy either, unless radical measures are taken to contain the situation.
